Contek is a registered engineering firm in the State of Texas. Contek has provided engineering services from the design of oil field production facilities to specialized testing equipment for aerospace applications. Additionally, Contek can help you obtain permits for your project.
Contek also has tremendous project management experience to develop bid packages, select contractors and manage the installation of equipment. Permitting is also a core competency of Contek. Contek’s employees have years of experience working with regulatory agencies to obtain permits in a timely manner.

Compliance Audits
Contek Solutions has the ability to quickly determine if your operation is in compliance with Federal and State safety and environmental statutes. Several SEC and EPA rulings have made it more important for the executive team be assured that their operations are in compliance with rules and regulations. Contek can help your company meet regulatory requirements and provide assurance to supervisors and executives that operations are conducted properly.
Contek has a team of highly experienced auditors who have both regulatory and operating experience. Additionally, Contek has developed Auditing Plus+ software that contains over 2000 different regulatory protocols to assure that all aspects of the operation are being examined. The combination of experienced auditors and a very powerful software tool enable Contek to determine the status of regulatory compliance in 3 to 5 days for most facilities. Auditing Plus+ also has built in reporting capability to allow reports to be generated quickly.
Contek’s compliance auditing process has been used by many companies from coast to coast. Audits are done with the full participation of the operating group to assure that final recommendations can be implemented with ease. It is a “win-win” for both the management and operating teams.

Process Safety Management
Contek can provide a full range of services to assure that your operations meet OSHA’s Process Safety Management requirements. Contek can provide support to assure that your facility meets all of OSHA’s requirements for PSM (see below). Specifically, Contek can conduct process hazard reviews (HAZOP, Checklist etc.), develop employee & contractor safety programs, draft P&Ids, write operating procedures, conduct training and audit PSM programs to assure compliance.
OSHA’s 14 Point Process Safety Program Requirements:
- Develop and maintain written safety information identifying workplace chemical and process hazards, equipment used in the processes, and technology used in the processes;
- Perform a workplace hazard assessment, including, as appropriate, identification of potential sources of accidental releases, identification of any previous release within the facility that had a potential for catastrophic consequences in the workplace, estimation of workplace effects of a range of releases, and estimation of the health and safety effects of such a range on employees;
- Consult with employees and their representatives on the development and conduct of hazard assessments and the development of chemical accident prevention plans and provide access to these and other records required under the standard;
- Establish a system to respond to the workplace hazard assessment findings, which shall address prevention, mitigation, and emergency responses;
- Review periodically the workplace hazard assessment and response system;
- Develop and implement written operating procedures for the chemical processes, including procedures for each operating phase, operating limitations, and safety and health considerations;
- Provide written safety and operating information for employees and employee training in operating procedures, by emphasizing hazards and safe practices that must be developed and made available;
- Ensure contractors and contract employees are provided with appropriate information and training;
- Train and educate employees and contractors in emergency response procedures in a manner as comprehensive and effective as that required by the regulation promulgated pursuant to section 126(d) of the Superfund Amendments and Reauthorization Act;
- Establish a quality assurance program to ensure that initial process-related equipment, maintenance materials, and spare parts are fabricated and installed consistent with design specifications;
- Establish maintenance systems for critical process-related equipment, including written procedures, employee training, appropriate inspections, and testing of such equipment to ensure ongoing mechanical integrity;
- Conduct pre-startup safety reviews of all newly installed or modified equipment;
- Establish and implement written procedures managing change to process chemicals, technology, equipment and facilities, and
- Investigate every incident that results in or could have resulted in a major accident in the workplace, with any findings to be reviewed by operating personnel and modifications made, if appropriate

DOT Pipeline Integrity Compliance
Is your pipeline operation safe and in compliance with the DOT requirements? Pipeline operations present risks to the operators and to the community where pipeline systems are located. Pipeline operations are subject to very stringent DOT rules and regulations not only to make sure safe operating procedures are in place but also to make sure the systems are properly designed and are using the right equipment throughout the entire pipeline system.
Pipeline operators must ensure safe operations of their pipeline systems. Specifically operators must conform to DOT Title 49 CFR Parts 190 to 195. Part 192 specifies the minimum safety requirements for gas pipelines and Part 195 specifies the minimum safety requirements for oil pipelines.
Here is how Contek can help.
- Conduct compliance audit to make sure the pipeline is designed and operating in accordance with DOT Regulations

Our approach is based on DOT Pipeline Safety and Integrity Regulations. Contek has DOT certified and other experienced staff members who can assess client’s operations, develop the required documents, recommend operations and maintenance practices and procedures and train operations staff.

Integrity Management
Contek has carried out numerous comprehensive evaluations of safety and integrity critical equipment and processes for the oil and gas production operations. These assessments are based on industry and regulatory standards, EPA Risk Management Planning, DOT Pipeline Safety Regulations, ASME 31.8 840.22 Pipeline Classification and ASME 31.8 Chapter IX and NACE Standard MRO175, API Specification 6 Annex A. The findings are managed through a Contek-developed database system, which is the basis for the detailed report to the client that includes a complete review of the data, the findings and the recommendations. Our integrity management projects to-date involve over 6,000 sites, including oil and gas well sites, natural gas compressor sites, and related pipelines and storage facilities.
We also have specific experience with the following:
- Operations review : because of its operations management experience, Contek has been involved in evaluating oil & gas production facilities, operating practices and compliance efforts in several different States particularly to assist in acquisitions to determine operating status.
- Assessment of existing production operation pressure vessels , development of standard compliant specifications, vendor selection and installation management.
- Compressor installation for natural gas production operation involving project management and engineering support; coordinating and overseeing the full definition and costing of the job; the selection of equipment, materials and subcontractors; defining tasks for each phase of the project, up to the start-up; and manage all involved parties.
- Pressure relief valves : review existing equipment, assess requirements based on API 520 and 521 design specifications, develop standard review criteria and update design, select vendor; and manage installation.
- Implementation of process safety and integrity improvement efforts using a structured and detailed “ Management of Change ” process.
A traditional safety approach, using procedures and training is not sufficient to ensure safe operations. Pressure vessels, valves, piping, pumps must be designed and maintained to ensure integrity throughout the whole process. Operators, engineers and managers must adhere to rules, regulations and design standards that are aimed at operations integrity.
For example:
What if one of your pressure vessels ruptured and spilled oil on the ground and injured people? Are your relief valves checked periodically? Do you have a vessel in the wrong service? Do you have corroded vessels? Do you have vessels potentially operating beyond their design limits? Are you operating aging facilities designed and built by different operators to different standards? Are these facilities safe?
This poses a challenge to engineers, operators and managers. A systematic hazard assessment strategy may be necessary.

EH&S Services

Here are some specific areas where Contek can help:
- Phase I environmental reviews , of both undeveloped and developed properties. A great many of the assessments have included long-term oil producing operating properties, production facilities and properties. Our Phase I reviews are done for mergers, acquisitions and divestitures. They are based on ASME Standards, and supervised by a Professional Engineer.
- SPPC plans and Risk Management Plans (RMP) for producing properties, plants and petroleum storage areas. Our plans are in compliance with EPA Regulations, and Contek has Professional Engineers on staff to approve the plans and recommendations.
- Obtain air permits and conduct air-modeling studies . Contek’s employees have been involved with the air permitting of facilities from coast to coast for almost 30 years. One of the key factors that Contek can provide is develop a permitting plan to assure that the process goes smoothly. Contek has the latest air modeling software to meet the agencies requirements.
- EH&S compliance auditing : to evaluate field operations performance against internal corporate standards and against specific regulatory requirements. We use a Contek-developed software system for enhanced efficiency in data compilation, findings review and presentation of recommendations. Contek has expert EHS auditors on staff in addition to a certified quality auditor. We have carried out audits throughout the United States , and our auditors have worldwide experience.
- Accident investigation : Contek can conduct a detailed analysis of any incident to determine the root causes. Our Certified Safety Professionals can investigate the incident, and determine the root causes, and recommend systems to prevent re-occurrence.
- The design and development of comprehensive EH&S training programs . Our products have ranged from short “Tail Gate” type programs in safety, to monthly topical 1-hour safety presentations, to full-day comprehensive safety programs, as well as special “office safety” programs. Contek can provide experienced instructors to provide training.
- Implement a Behavior Based Safety (BBS) approach, including pre-assessment surveys and audits, program development, training and coaching. Contek has implemented BBS programs based on Dr. Scott Geller’s principals and teachings.
