Process Safety and Integrity Management (PSIM)

Contek has carried out numerous comprehensive evaluations of safety and integrity critical equipment and processes for the oil and gas production operations. The findings are managed through a Contek-developed database system, which is the basis for the detailed report to the client that includes a complete review of the data, the findings and the recommendations. Our PSIM projects to-date involve over 6,000 low, medium and high consequence operations, including oil and gas well sites, natural gas compressor sites, and related pipelines and storage facilities.

OSHA Process Safety Management (PSM)

Contek has developed complete PSM plans for gas plants, fractionation plants, and separation & compressor plants. Contek’s employees have been involved with implementing PSM programs since OSHA implemented the rules in 1990. Contek can provide assistance in developing all 14 elements of a PSM program. Required audits of PSM facilities are conducted using Contek’s proprietary auditing software. Additionally, Contek can develop P&IDs, write operating procedures and conduct “Process Hazard Analysis” (HAZOP, Checklist etc.) for PSM facilities.

Pipeline Integrity and Engineering

Contek has been and continues to be involved in DOT oil and gas pipeline integrity assessment as well as on-going engineering support. Contek has DOT trained personnel to determine pipeline classifications and if pipelines meet regulatory requirements.

Pipeline Mapping

Contek is currently involved in projects to map and assess the integrity of extensive oil and gas pipeline and gathering systems. Locating buried pipelines, determining depth of cover and wall thickness of exposed pipeline sections is handled by Contek’s technical professionals. Contek can also determine the location of a pipeline to less than one meter using state of the art GPS locating equipment.

DOT and Operations & Maintenance Manuals

We are involved in developing DOT manuals for pipeline operations, as well as Operations & Maintenance manuals for pipeline, gas gathering systems and compressor station operations. Contek has experienced team members who can assess client’s operations, develop the required documents and train operations staff.

Non-ASME Code Vessel Replacement

This project involves: assessment of existing production operation pressure vessels, development of standard compliant specifications, vendor selection and installation management. Several hundred vessels located at gas processing plants and compressor stations throughout West Texas are included in the project.

Compressor Installation

This project involves the installation of a 1500HP compressor for a natural gas production operation. Contek’s role is to manage the project and provide engineering support. This includes: coordinating and overseeing the full definition and costing of the job; the selection of equipment, materials and subcontractors; defining tasks for each phase of the project, up to the start-up; and manage all involved parties.

Relief System Design

In this project, Contek has been asked to: review existing equipment; assess requirements based on API 520 and 521 design specifications; develop standard review criteria and update design; select vendor; and manage installation. This initiative covers over 1000 PSVs mounted on all types of pressure equipment items.

Operations Review

Because of its Operations Management experience, Contek has been involved in evaluating oil & gas production facilities, operating practices and compliance efforts in three different States particularly to assist in acquisitions to determine operating status.

Compliance Review

Contek is currently reviewing an oil & gas operation and assessing compliance with State, BLM and Tribal requirements and industry standards. This effort includes the development of an operations compliance manual and training of operations staff.

Management of Change

A major client has retained Contek to lead the implementation of process safety and integrity improvement efforts using a structured and detailed “Management of Change” process. This is a large oil and gas production operations.

Decommissioning, Removal and Restoration (DRR)

Contek is involved in developing a DRR database for oil and gas operations abandonment practices. The goal is to ultimately assist the client with streamlining their DRR process, including pre-assessment, cost analysis and data management.

Drilling Mud Study

Contek has completed a feasibility study, with recommendations for converting oil and gas drilling rigs from open to closed loop operations. The goal of the client was to reduce the footprint of drilling operations by going “pitless” for all its drilling and completion operations. BLM standards also had to be met.

Carbon Dioxide Injection and Production Practices for Enhanced Oil Recovery

The project involves the collection, review and extraction of all relevant experience-based operational and technical information related to CO2 injection and production practices and technologies associated with oil and gas production. This may include: information related to enhanced oil recovery (injection and production), CO2 production, transportation, and conventional production of oil and natural gas with high levels of CO2. This study will examine the possible application of this industry experience and technology for purposes of atmospheric carbon capture and sequestration (CCS).

HAZOP/PHA/Checklist/LOPA/SIL

Contek has significant expertise in design review and analysis, and safety engineering. We are involved in several related interventions, including process hazard analysis using different technical methods, e.g. HAZOP and Checklist, to review new and modified gas plant designs, compressor stations, and various mechanical testing systems. We have experience and working knowledge of LOPA/SIL methodology.

System Safety and Reliability Reviews

Through its design and risk analysis expertise, Contek has reviewed mechanical and electrical testing equipment used in the U.S. Air Force, utilizing safety engineering and risk analysis methods such as HAZOP, FMEA and Checklist.

Accident Investigations

A high potential explosion in a pneumatic testing laboratory at a U.S. Air Force facility prompted the need to carry out a failure analysis to determine the precise root causes of the incident. Our engineers investigated the incident, and through various safety engineering analytical methods were able to determine the root causes, and re-engineer the systems to prevent such an explosion from re-occurring in the future.

Phase I Environmental Assessments

Contek has performed numerous Phase I environmental reviews, of both undeveloped and developed properties. A great many of the assessments have included long-term oil producing operating properties, production facilities and properties. Our Phase I reviews have been done for clients involved in mergers, acquisitions and divestitures. Our Phase I reviews are based on ASME Standards, and supervised by a Professional Engineer.

SPCC Plans

Contek has extensive experience in developing SPPC plans for producing properties, as well as for plants and petroleum storage areas. Our plans are in compliance with EPA Regulations, and Contek has Professional Engineers on staff to approve the plans and recommendations.

Training Program Development and Delivery

Contek has been involved with the design and development of comprehensive training programs in the EHS arena (environmental, health & safety). Our products have ranged from short “Tail Gate” type programs in safety, to monthly topical 1-hour safety presentations, to full-day comprehensive safety programs, as well as special “office safety” programs.

Auditing

Several of our projects involve EHS auditing for clients who want to evaluate their field operations performance against their own internal corporate standards or even against specific regulatory requirements. We often use a Contek-developed software system for enhanced efficiency in data compilation, findings review and presentation of recommendations. Contek has expert EHS auditors on staff in addition to a certified quality auditor. We have carried out audits throughout the United States , and our Auditors have worldwide experience in auditing.

EHS Executive Evaluation

Working for the executive team, Contek has performed an objective evaluation of the current situation within the client’s global operations group regarding EHS compliance, leadership, culture and systems. The analysis was both qualitative and quantitative and designed to identify areas of improvement and key success factors.

Behavior-Based Safety (BBS)

Contek has experience with the implementation of BBS, and is currently working with a client to manage the implementation of this safety improvement process. We have performed pre-assessment surveys and audits, program development, training and coaching.

Environmental, Health and Safety (EHS)

Contek has extensive experience in the design, development, implementation and management of environmental, health and safety programs, ranging from policy and standards to procedures. Our experience includes SEM development and implementation, EMS and ISO systems implementation.

Safety, Emergency Planning and Security

A client, operating a significant E & P initiative on DFW property in the Barnett Shale area, currently employs Contek to develop management procedures and practices, and deliver support services in safety, emergency planning and security.

Environmental Permitting

With its extensive experience in environmental permitting and the latest software air modeling tools, Contek has helped several clients with air permitting processes in several States. Currently, Contek is involved in a BLM permitting project, in Nevada , assisting a client with a new E & P operation as well as permitting a bio-diesel plant in Oklahoma .

Greenhouse Gas Measurement and Reporting (GHG)

Contek has worked with several firms to implement a GHG program. The approach taken has been to determine reporting requirements, the Company’s GHG objectives and other information that may be needed to satisfy all requirements. Contek’s GHG PLUS+ program follows the API’s “Compendium of Greenhouse Gas Emission Estimation Methodologies for the Oil and Gas Industry.” The GHG PLUS+ is a menu- driven, user-friendly program that allows the user to quickly determine GHG emissions, based on present industry standards.

Air Emission Measurement and Reporting

The next program Contek has developed in its series of PLUS+ software is the Emissions PLUS+ program. The Emissions PLUS+ program calculates criteria and hazardous pollutants in addition to GHG emissions. The program allows the user to input a variety of data based on what is known. For example, the program can calculate engine emissions based on stack test data, manufacturer’s ratings, fuel gas usage or hours in service. The menu-driven program can be set up quickly to allow the user to determine emissions from minor or major plants and facilities.

The program was recently further enhanced by one user to incorporate site-specific data input and reporting. This enabled the program to conform to the facilities needs instead of the facility conforming to the program’s constraints. The program was nominated for a Corporate award.

Environmental Management Information System

The latest addition to the PLUS+ series has been the EMIS PLUS+ program. This program incorporates all of the features of the Emissions PLUS+ program and allows the user to manage waste, water and chemical usage. The program also includes the HSE Auditing PLUS+ software allowing the user to more efficiently conduct comprehensive regulatory audits of facilities. The program also includes incident reporting, management of change and OSHA 300 logging routines.

Auditing Software

Contek has developed the Audit PLUS+ program for conducting HSE compliance audits. The program incorporates over 1800 protocols covering air, water, waste, EPA, DOT and OSHA regulations. The program quickly allows the auditors to select protocols pertinent to a particular facility for review. The auditor simply fills in the findings, recommendations and assigns a risk value for each protocol reviewed. The program generates reports and spreadsheets that can be used to help the user to effectively make corrections to ensure full regulatory compliance.

Site-specific protocols can easily be built into the program. The program has been used in dozens of audits coast-to-coast throughout the United States .
